Re: Various HRs and HBs on rural electrification and disparity in retail prices of fuel in La  Union and Baguio City


Sir:


1. On the matter of the various HRs and HBs on rural electrification, our group proposes that Congress looks into the matter of Missionary Charges that all consumers pay at the moment in the amount of Php 0.1561 per kwh.  Inasmuch as the National Electrification Administration or NEA is subsidized by the General Appropriation Law and that electric cooperatives are private entities, there appears no more basis to continue the missionary charges being collected from all consumers.  An appropriate amendment of the provision of the EPIRA law could be in order. 


2. On HR 44  by Cong Mark Go, we propose that the Committee issue a subpeona duces tecum to the Department of Energy to submit to the Committee , on confidential basis, the DOE unbundled computation of retail prices of gasoline, diesel and kerosene for La Union and Baguio City. 


At the moment , the DOE was enjoined by three ( 3) regional trial courts in the NCR  on the matter of unbundling of oil prices ,  however, the Congress, in aid of its legislative powers, may require from the DOE the data.  Obviously, the data cannot be required from the oil companies.
