Subject: Increasing Supply of Personal Protective Equipment and COVID 19


Sir:


The Laban Konsyumer Inc. is a non-stock and nonprofit consumer advocacy group organized under Philippine laws, is a registered local consumer organization of the Department of Trade and Industry under CPAB Recognition No. 2019 -0001 and a full term member of the Consumers International under Membership No. F-3058.


We are endorsing for your consideration the following proposal:


Increasing Supply of Personal Protective Equipment (PPE) and Ventilators!

“The fight against COVID19 needs PPEs and ventilators. Not all of the needed PPEs are manufactured locally or have local supplies who can rapidly source them from foreign manufacturers. Given the urgency to immediately increase the supply of PPEs (table below) and ventilators in the Philippines, the following measures are recommended:

1. Local manufacturers shall be provided incentives to ramp up production. These incentives can include government grants, access to low-cost private sector financing and temporary tax incentives

2. Importation of PPEs shall be facilitated with all duties and other government fees waived, port charges and other fess reduced, and import processing fast tracked. 

3. Expand distribution and retailing of PPEs (the Suggested Retail Price must be maintained). 



PPE Description

Gown Non-sterile disposable examination gown. Polyethylene (PE) coated polyethylene material, fluid resistant, solid-front, rear-opening, tie-back, long sleeved with elastic cuffs, free size

Conforms with ASTM  F1671 standards or equivalent

Coverall Individually packed non-sterile disposable coveralls. PE laminate film, white material, fluid resistant, low linting, non-woven, long sleeved, two-way zipper, elastic waist and ankle with knitted cuffs 

Conforms with ASTM  F1671 standards or equivalent

N95 mask Disposable respirator mask with adjustable nose clip, braided and staple strap. Fluid resistant. 

Surgical mask Disposable 3-ply surgical mask with ear loop

Aprons Disposable apron, fluid resistant shield, PE, no seams with tie closure

Shoe cover Disposable non-woven shoe cover

Head cover Disposable non-woven head cover. Polypropylene, double stitched, elastic band

Face shield Disposable full face shield, anti-fog, one size fits all, soft head foam, comfort stretch band

Googles

Gloves Disposable examination non-sterile gloves. Latex, powder-free, ambidextrous rolled bead cuff, finger textured, at least 24 cm, 

Conforms with EN 374 standard or its equivalent

Ventilators FDA registered


We are submitting this letter to make the Laban Konsyumer request official, but this LKI proposal had been quoted and printed earlier in different media platform. It is possible that other groups had aired similar or identical proposal in their own capacities.
