Re: Proposed Mandatory Certification of Ceramic Tiles and Plywood 

Sir/Madam:


The Laban Konsyumer Inc. supports the DTI program to ensure that products are safe for use by the consumers.


On the subject of ceramic tiles and plywood, both products were delisted from the mandatory certification processes in 2015 to 2016.  However, the product standards of ceramic tiles and plywood have not been repealed. 


Under the proposed Department Administrative Order, we respectfully request the DTI for the full disclosure of the monitoring and surveillance reports, including laboratory tests reports performed by accredited or recognized testing laboratories by the DTI on substandard ceramic tiles and plywood across the country. The full disclosure must identify the importer or manufacturer, the volume and brand names, and the status of any administrative cases filed and initiated against the producers, importers, distributors and retailers of substandard ceramic tiles and plywood.


These information are necessary to ensure that the DTI complies with the law of Ease of doing business and delivery of efficient services. 


At the moment, both drafts of the DTI Administrative Order do not disclose said material information to justify why mandatory product certification is required for the purpose. Thank you.
