Sir:
We propose to define who are included in the
definition of food establishment . Are carinderia, turo turo ,
food stall and similar micro food establishments exempted from
the coverage of the law. For these units, there are no menu table
and the implementation of the bill may not be practical or
realistic.
We also propose to provide that it is mandatory for
all food establishment covered by the bill to include in their
menu the item “ half cup rice “ or “ half bowl rice”, as
are applicable for individual or group orders.
We also propose that the local government units
should be the implementing agency of the bill.
Finally, the bill should provide no less than three ( 3)months
extensive information and education campaign of the bill. In this
matter, all stakeholders like the Hotel and Restaurant
Association , Food Cart Association and consumer associations
should support the program provided in the Bill.
