The DOE circular when implemented requires the oil company to submit the details of the weekly adjustments, whether increase or decrease to the DOE.
The details of the data are contained in articles 4 and 5 of DOE Circular 2019-05-0008 which requires a detailed computation of the individual unbundled price adjustment .
Thus in these monitored prices , Shell, Phoenix and Petron should submit the adjustments details to the DOE. The circular provides that the release of the data shall comply with the Oil Deregulation law and rules governing freedom to information by the public .
The Oil Deregulation law mandates a competitive market and fair prices of the fuel products .
Thus, the consumers should be informed whether the identical amounts of weekly prices adjustments represent a regime of competitive market and fair prices , which the implementation of the unbundling circular can achieve.
